The building was constructed by L.Burness under the instructions of architects Wolkinson, Smith and Wilson. There were two shops on the ground floor and the library was on the first floor along with a shoke and chess room. It operated as the Fremantle City Library between 1949 and 1966 before the library was relocated to its current located next to the town hall.
