There was an alternative monement planned which was the result of a local competition but this proved to be to costly. The existing monument was funded by the citizens of Fremantle and cost 5,931 pounds to build. Prior to Monument Hill being built as a memorial, a white stone obelisk (navigational Trigg) stood atop the hill and was used to help ships navigate Fremantle Harbour and the surrounding coastline.

The Monument Hill Reserve is heritage listed and includes 11 acres of lawns and gardens and as an integral part of the Central War memorial. The main memorial stands 14m high is constructed from Donnybrook stone. Monumnet Hill also home to a number of other memorials including:
